چکیده

T he question of whether the federal government should directly intervene in the labor market to expand employment opportunities has long been controversial, regardless of whether the efforts have been directed toward the poor or the nonpoor. In the 1930s, denigrators of the Works Progress Administration dubbed it "We Play Along." Almost fifty years later, George Gilder wrote: "Like welfare, CETA [then the major public employment program] often has the effect of shielding people from the realities of their lives and thus prevents them from growing up and finding or creating useful tasks."' The argument continues today, exemplified by the 1984-85 national debate topic for public school students: "Resolved: That the U.S. government should provide employment for all employable U.S. citizens living in poverty."
